Garibaldi has a family history of law enforcement, the son of Alfredo Garibaldi who spend his entire life in security and teaching his son what he knew, and with a grandmother working as a Boston cop who had told him about the "blue flu", a factitious illness used by some workers to block sanctions while striking. From his childhood his father cooked his bagna cauda on his birthday as an expression of his love, and in whose memory Michael, an excellent cook, prepares the meal for his birthday each year using only authentic ingredients. Michael followed the family tradition, entering into a career of law enforcement, by 2241 working as a security officer at the Earth Alliance ice mining operation on Europa where the pressures of corruption on an honest cop drove him to the bottle. Garibaldi's fortunes started to improve when he met Frank Kemmer on the Jovian moon run who kept him sane and sober, becoming such close friends that Frank's daughter Lianna called him "Uncle Mike", the respite was short lived however for as he neared exposing the racketeering on Europa the criminals killed Frank Kemmer in a shuttle explosion and framed Garibaldi for negligence.

From this point and with the return of his alcoholism, Michael Garibaldi began to bounce from job to job, including a tour as a GROPO during the Earth-Minbari War where his base was nearly overrun by the Minbari after the warnings about a weak perimeter by one member of the squad went unheeded until the base was attacked, leaving Garibaldi traumatized and in need of the attention of some good counselors. Other postings included Fortune City where he met and befriended Walker Smith, a boxer he had initially met in Fortune City after using a shock stick on him in a drunken brawl, Cestus, and Orion 4 where they parted company from each other. He has gotten into trouble at various times, usually because he won't back down from anyone, partly causing him to bounce around from job to job during his less than salutary history, having been fired from five previous jobs for "unspecified personal problems".

By 2255 he was running a "no questions asked" shuttle service on Mars Colony, where he was hired by Jeffrey Sinclair to search for something on the colony that he would not disclose, for five days they flew around on faked flight plans until a systems malfunction forced the shuttle down, killing Foster, one member of the four man crew, and leaving another, Sanchez, with a broken leg. Sinclair and Garibaldi began a fifty mile hike across the desert to find help, during which they observed the excavation of one Shadow Warship by another, also witnessed by Dr. Mary Kirkish, and entered a secret Shadows-Psi Corps base where they saw what appeared to be a medical experiment which they destroyed with grenades when discovered. Following their rescue, they returned to the base with an Earth Force search team, but found nothing, although their time together had forged a firm friendship. Two years later, during which Garibaldi worked security on Mars Colony and fell for Lise Hampton, Garibaldi become a Chief Warrant Officer in Earth Force and the security chief on Babylon 5, a position he got purely at the request of Jeffrey Sinclair which is disapproved of by much of EarthGov. Babylon 5 would probably be his last chance to make good in the Earth Alliance.

Despite his problems, Garibaldi will still not back down and consistently delivers results, discovering the plot to kill Luis Santiago on 31st December, 2258 in time to prevent it, only to be shot in the back by his aide Jack while trying to apprehend members of the Babylon 5 end of the operation. After three weeks in a coma, his life was saved by Dr. Stephen Franklin and John Sheridan, using the alien machine recovered from Dr. Laura Rosen. This betrayal, combined with his failure and the recall of his only true friend, Jeffrey Sinclair, upset Garibaldi greatly, driving him almost to the point of suicide until John Sheridan managed to put him back on track, by giving Garibaldi a vote of confidence and a few gentle threats, bringing him to see that he had two unique points qualifying him for the position; his knowledge of the station and a compulsive paranoia. Garibaldi is a firm believer in doing things correctly, helping Psi Corps track down rogue telepaths despite his feelings towards the Psi Corps, and resigning over Sheridan's attempt to detain Morden without just cause and claims not to break rules, although he admits that he and Sinclair rewrote much of the rule book to get Babylon 5 to work and allows himself wide discretionary powers, looking through Sheridan's personal log to get a feel for what kind of person he was.

He fell for Talia Winters at first sight, believing her to be "the kind of girl a guy like me doesn't have a chance with", although that did not stop him from trying despite her being uncomfortable with his attentions, offering to share his first and second favorite things with her, but only receiving his third (tea) in return. The second favorite thing was later revealed to a baffled Ambassador Delenn be cartoons, particularly "Duck Dodgers in the 24th and a half century" and formed a much closer friendship with Londo Mollari, each assisting the other in tight spots, although with the Narn-Centauri War that friendship gradually transferred to G'Kar who loaned him his prized copy of the Book of G'Quan that was to prove an invaluable help in the battle against the Shadows. He acted as Jeffrey Sinclair's liaison to the Rangers on Babylon 5 from 2259 onwards, and became one of the initial members of John Sheridan's "Conspiracy of Light", although his potentially disastrous suggestion to introduce Talia Winters into the group was averted when Lyta Alexander revealed her to be a Psi Corps plant. Garibaldi has also formed friendships with Susan Ivanova, Lennier, with whom he rebuilt a Kawasaki motorbike albeit somewhat quicker than he would have liked, and Stephen Franklin after he tried to prevent him from eating bagna cauda as it was unhealthy, but was foiled when Garibaldi offered to make it a meal for two. Franklin's later addiction to stims, a parallel to Garibaldi's earlier drink problems, brought the two into mild conflict when Garibaldi initially tried to confront him with the problem, although his decision to allow Stephen Franklin to sort it out for himself eventually paid off, Garibaldi still questioned his decision.
